Shelter Project Manager Djibouti Ali Sabeih, Djibouti à Djibouti

Your purpose as the Project Manager is to oversee and implement the Shelter project as per required standards.
Specific responsibilities:
You will be responsible to produce / read the project initiation documents, legal agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure timely and affective completion of the project.
Develop and maintain project plans
Implement approved project plans (including the establishment of milestones) within tolerances set by the donor
Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into project life cycle.
Manage the overall project activities, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
Advise the Area Manager and client of any deviations from the plan
Identify and manage risks so that maximum benefit to client and stakeholders is achieved
Manage and review project quality, timeline and achievements and perform immediate remedial measures in case of any dispute, to ensure smooth flow of the project.
Conduct regular meetings with contractors to ensure set milestones are achieved in a timely manner.
Monitor and evaluate performance of design and supervision consultant and contractors.
Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
Manage and remain accountable for expenditures against the budget (based on accurate financial reports)
Conduct periodic reporting, including financial status reports on commitments and disbursements, monthly, quarterly and annual reports (including resources’ allocation and project performance), the project completion report, and evaluation report.

Generic professional competencies:
Advanced University Degree (Master’s/ MPhil) in Civil/Structural/Architectural Engineering or other relevant discipline.
Minimum 5 years of experience in project implementation position in a humanitarian/recovery context.
Working knowledge of implementing projects through FIDIC contracts; you must possess experience implementing projects through FIDIC contract.
Previous experience in running KfW projects is an asset.
Good working knowledge of MS Office application (Word, Excel), email and internet navigation
Experience in Project Management software (e.g. Primavera, MS project etc.) is a plus.
Experience from working in complex and volatile contexts
Context / Specific skills & knowledge
Knowledge of Ali Sabieh and Ali Addeh contexts
Fluency in written and spoken English language is mandatory; French language is a plus.
