1.Background:
The Norwegian Refugee Council (NRC) is a humanitarian, international, non-governmental organization, which help people forced to flee and support them to build a better life. As part of its programmes in Djibouti, NRC wants to recruit the following position: Programme Coordinator based in Ali-Sabieh Office.

2.Role and responsibilities
The purpose of the coordinator position is day to day implementation of the NRC projects.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1.Ensure adherence with NRC policies, tools, handbooks and guidelines.
2.Implement delegated CC project portfolio according to plan of action.
3.Prepare and develop status reports as required by management.
4.Ensure proper filing of documents.
5.Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
6.Promote and share ideas for technical improvement.
7.Participate in external coordination meetings as delegated by the Area Manager.
8.Liaise and collaborate with relevant local authorities and other key stakeholders.
Specific responsibilities
•Contribute to the development of Country/ Area strategies, initiate and participate in the development of relevant project proposals and provide inputs on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programs.
•Manage and implement project implementation (activities, budget and project documentation) as delegated by the Area Manager in line with proposals, strategies and donor requirements, and ensure high technical quality.
•Provide regular progress reports to the Area Manager in Djibouti and feedbacks to Core Competencies Specialists in Yemen.
•Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
•Promote and share ideas for improvement and necessary changes in the activities.
•Ensure successful capacity building of project staff and transfer key skills.
•Liaise, collaborate and coordinate with relevant local authorities and other key stakeholders.
•Promote the rights of refugees/IDPs/returnees in line with the advocacy strategy.
•Line management of project and support field staff (officers/assistants).
•Adherence to NRC policies, guidance and procedures, and awareness of NRC global and regional strategies.
