MSF Eastern Africa is the regional institutional office of MSF. It focuses on representation and networking, recruiting and supporting staff from the region, communications and fundraising, as well as working on other dossiers of importance to MSF such as Diversity, Equity and Inclusion (DEI), Data Protection, mutualization, training, medical operational support and environmental health.

Rationale/Objective for Position

The Talent Acquisition Officer is responsible for managing the end-to-end talent acquisition process for MSF Eastern Africa by attracting, sourcing, assessing, and recruiting high-quality talent for field and headquarters positions.

The jobholder is also responsible for partnering with Operational Directorates and hiring managers; managing recruitment systems and talent pipelines; analysing recruitment data; supporting employer branding initiatives, and contributing to continuous improvement to ensure effective and efficient recruitment outcomes.

This position will be hierarchically and functionally accountable to the Talent Acquisition Manager.

Tasks & Responsibilities

Programmes (Mobile staff)

• Adapt approaches including technology, social media, networking, and outreach activities to source and acquire high-quality talent and ensure that needs of MSF EA partners are met timely.
• Conduct initial screening sessions for pre-validated candidates as the first stage of the talent acquisition process and send appropriate feedback to applicants.
• Regularly update the Country based staff talent acquisition tracker and share updates internally and with ODs and ensure that records are always up to date.
• Coordinate regular talent acquisition informative sessions in collaboration with program People and Culture coordinators in the region.
• Coordinate with talent acquisition officers of operational centers and other partner sections and build strong partnerships through fulfilling the targets, ad hoc requests and supporting on-post talent acquisitions.
• Lead end to end talent acquisition and selection activities while offering high-quality candidate experience from screening stage to transfer to the career manager's pool.
• Support the employer branding activities working closely with the talent acquisition Manager, talent acquisition Specialist and the MSF EA communications team.
• Participate in strategic talent acquisition activities including research, outreach events and networking.
• Manage and maintain accurate talent acquisition data and perform data analysis based on key talent acquisition metrics to inform talent acquisition investment decisions.
• Master the use of the applicant tracking systems used by MSF EA and be the “technical expert” for hiring managers.
• Participate or lead specific talent acquisition projects in the region or support Operational Centre offices with on-post talent acquisition projects.
• Contribute to continuous improvement in the talent acquisition area (including practices, approaches and tools) and share knowledge while advising on best talent acquisition practices and trends.
• Maintain a database of “interesting” candidates for future talent acquisition and develop a strategy to keep them interested/engaged.

HQ Office

• Prepare and coordinate posting of HQ job vacancies on various platforms both internal and external.
• Work with hiring managers to understand and define job requirements and develop relevant attraction/sourcing strategies as appropriate.
• Review incoming applications, handle interviews, and manage all candidate communications from start to finish.
• Prepare a long list of candidates that meet the criteria and share with the hiring manager on a rolling basis or at the end of application deadline as agreed with the hiring manager.
• Be the talent acquisition subject matter expert for all hiring managers and provide them with guidance to ensure best interview practices and decisions.
• Administer tests, conduct reference and background checks, and ensure complete candidate documents and records.
• Prepare a talent acquisition report for the People Services Team Leader at the end of the talent acquisition process.

Other Responsibilities

• Act as back up for the talent acquisition Specialist as and when needed.
• Continuously and consistently integrate safer talent acquisition strategies in all aspects of the talent acquisition cycle, while building audit capacity to ensure progress and accountability of the same.
• Recognize, respond, and document any form of abuse or inappropriate behavior and alert the safeguarding unit of any suspected potential abuse.
• Proactively participate in the individual performance management process including objective setting, performance monitoring, and performance evaluation.
• Recognize and reinforce strong performance in supervisees; identify and encourage improvement where needed; and ensure quality and timely performance management processes are carried out for supervisees.

Qualifications

Education

• A Bachelor's degree in Human Resource Management, Business Studies and Management, Psychology, or equivalent qualification from a recognized institution.
• Knowledge of MS Office Tools (PPT, Excel).
• Excellent command of English language. Working knowledge of French and Arabic is an asset.

Experience

• At least three (3) to four (4) years of experience in talent acquisition and selection ideally in an INGO.
• Field experience with MSF or other humanitarian NGOs especially in talent acquisition is an added advantage.
• Experience in talent acquisition of medical and paramedical positions is a plus.
• Experience using several applicant tracking systems and databases, job boards, and digital media for talent acquisition.

Conditions and Benefits

• Job Location: Kigali (Rwanda).
• Contract: 3-year (renewable), full-time contract.
• Start date: As Soon As Possible.
• Salary: An annual salary of EUR 23,296 at HQ Grade 7 based on a full-time appointment with an annual increment of 2% every year up to a maximum of 10 years.
• Work-life balance financial benefit; ranging between EUR 247 to 295/month based on individual & administrative status. This amount may be used to cover accommodation and utilities, transportation, etc.
• Other benefits include; 25 days of annual leave, Employer Pension contribution and medical insurance cover (staff and family) based on MSF EA terms/conditions.
