Leader/ Pay and Grading Expert à Djibouti
Duties: Lead the development and implementation of the firm’s work plan, responsible for
meeting the deliverables in the TOR; responsible for reporting on progress of the
assignment; providing effective coordination between the consulting team and government
team including advising and assisting the MOLSA and the government team with pay and
grading reform options; lead the management and capture of accurate stakeholder
information and benchmarking; provide quality assurance of analytical work, options and
solutions; and ensure appropriate documentation of findings and lessons learned from the
assignment. The specialist will be responsible for overall transfer of knowledge to the
counterpart.
• Qualification: At least a Master’s degree with specialization in human resource (HR),
public administration, or relevant field; minimum experience of 10 years in civil service
HR management work, with extensive work in the areas of pay and grading reform.
• Reporting Requirements by Team Leader: The Team Leader shall be responsible for timely report work progress
meeting the deliverables in the TOR; responsible for reporting on progress of the
assignment; providing effective coordination between the consulting team and government
team including advising and assisting the MOLSA and the government team with pay and
grading reform options; lead the management and capture of accurate stakeholder
