BMM IV:
The Better Migration Management (BMM) IV Programme supports national and regional stakeholders in strengthening migration governance, protection of vulnerable migrants, prevention of trafficking in persons and smuggling of migrants, and promotion of human rights along migration routes in the Horn of Africa. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-financed by the European Union, and implemented through a partnership between GIZ, IOM, UNODC, and CIVIPOL. BMMs intervention partner countries are in the Horn of Africa region: Djibouti, Ethiopia, Kenya, Somalia. The BMM IV programme has two components: 1) Effective institutions to address trafficking and smuggling and 2) Protection. Under BMM IV, the Advisor will provide technical support to national institutions, civil society organizations, and regional partners to strengthen migration governance frameworks, human rights protection mechanisms, cross-border cooperation, and institutional capacities.
MoDiaC:
The Human Mobility in the Context of Disasters and Climate Change in the IGAD Region (MoDiaC) Programme supports IGAD and its member states in strengthening institutional capacities to manage human mobility linked to disasters and climate change in the Horn of Africa. The programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in close cooperation with the IGAD Secretariat and the IGAD Climate Prediction and Applications Centre (ICPAC). MoDiaC's intervention partner countries are in the IGAD region: Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. The MoDiaC project has three components: 1) Strengthening regional and national capacities to implement guidelines on climate- and disaster-induced human mobility, 2) Analysis, forecasting, and early warning on the effects of climate- and disaster-induced mobility and 3) Strengthening problem-solving capacities of local actors in cross-border areas. Under MoDiaC, the Advisor will provide implementation and coordination support to IGAD and its member states, contributing to the operationalization of regional frameworks, institutional coordination processes, and administrative delivery of project activities.
Responsibilities and Tasks
Main Responsibilities and Activities
- Implementation of the BMM IV Protection Component in the country in close collaboration with the other Technical Advisors, ensuring effective planning, implementation, monitoring, and reporting of selected activities in accordance with the Annual Work Plan.
- Support the effective coordination and representation of the BMM IV programme in Djibouti in close coordination with the Regional Coordinator by facilitating programme planning and coordination processes, contributing to the implementation and monitoring of the Annual Work Plan, and ensuring effective communication and engagement with BMZ, the EU, implementing partners, and other relevant stakeholders.
- Provide overview of the overall BMM IV Djibouti budget planning and monitoring
- Engage in coordination mechanisms and partnerships, representing the programme in technical working groups and Protection Sub-Clusters, and managing relationships with government institutions, the National Human Rights Commission (CNDH), CSOs, UN agencies, and regional partners across Djibouti and the Horn of Africa.
- Provide technical advisory support on migration, human rights, protection, trafficking in persons (TIP), and smuggling of migrants (SOM), ensuring alignment with international standards and best practices, including support to strengthen the CNDH (capacity development, institutional support, complaint mechanisms, migration reporting, regional cooperation).
- Strengthen civil society engagement, supporting the establishment, sustainability, and networking of CSOs working on migration governance and migrant protection, and coordinating related facilities.
- Support the implementation of activities under the MoDiaC project in close cooperation with IGAD and relevant partner institutions, with a particular focus on strengthening coordination, follow-up, and delivery of agreed measures on climate-related human mobility.
- Accompany IGAD and project partners in translating regional commitments and operational plans into implementable activities at institutional and country level.
- Facilitate coordination across different workstreams of the MoDiaC project so that policy support, institutional processes, and local implementation measures are linked coherently.
- Support administrative and operational processes under MoDiaC, including planning, internal follow-up, documentation, and implementation tracking in line with GIZ procedures and standards.
- Manage and follow up service contracts, implementation agreements, and related administrative procedures under MoDiaC in accordance with GIZ rules and compliance requirements.

Required qualifications, competencies, and experience.
Qualifications
- Master’s or bachelor’s degree in Political Sciences, Human Science, Project Management, International Relations, Migration Studies, or an equivalent field.
- At least 10 years of professional experience, including at least 5 years in development cooperation and/or humanitarian aid, with proven expertise in migration, protection, displacement, or related fields.
- Proven working experience with UN agencies or large NGOs. Working experience with German Development Cooperation is an asset.
- Proven professional experience in the Horn of Africa, particularly in Djibouti.
- Proven experience in project implementation, operational planning, and administrative follow-up.
- Demonstrated experience in managing implementation contracts, service providers, and partner coordination in line with organisational compliance and procedural standards.
- Proven experience in budget planning and monitoring is an asset.
- Experience in partnership management and coordination with government institutions, civil society organisations, regional bodies, and international partners.
- Excellent writing and reporting skills.
- Good organisational, communication, and analytical skills.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Microsoft 365.
- Ability to work comfortably with Microsoft Teams.
- Very good proficiency in French and English. Knowledge of one local language is an asset.
- Strong interpersonal skills, team spirit, and ability to work in a multicultural environment
