Strengthening IGAD Migration Policy Implementation (SIMPI) Project
The Horn of Africa region is home to over 5 million refugees and around 13 million internally displaced persons who have been displaced due to armed conflict. In addition, more than half 2.1 million internally displaced persons were forced to flee their homes in 2022 due to natural disasters. The majority of IGAD member countries are at the same time countries of origin, transit and reception of migrants and refugees. Mobile populations are made up of internally displaced persons, refugees, seasonal migrant workers, labour and educational migrants, and pastoralists. As a regional organisation, IGAD has the mandate to harmonise regional and national migration policies, implement global policy processes, promote knowledge management and dialogue, and support cross-border cooperation. The SIMPI project supports IGAD in improving the implementation of regional migration and refugee policies in the Horn of Africa.

Responsibilities
The Finance and Admin specialist is responsible for
- providing administrative services for the programme to support the administrative needs of the office are met supplementing the support and administrative staff at the programme office.
- Providing assistance to ensure that financial and administrative regulations are complied with.
- Supports the settlement and disbursement of financial agreements
- Organise & oversee project the office calendar.
- is responsible for filing documents in reference files or in DMS in line with GIZ’s filing rules.
- helps prepare project budget planning.
- helps monitor expenses in accordance with the budget.
- supports with financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers.
- Checks the travel settlements of the project staffs.
- Supports with carrying out spot checks of the cash and bank book
- checks requests for funds before release.
- Supports internal control on the process of project
- Supports cluster finance manager in Onsite Operations
- Perform any other duties as deemed necessary by superior/s
Required qualifications, competences, and experience
Qualifications
- Bachelor’s Degree in Accounting, Finance or similar and a minimum of 5 years experience in a similar field or MA in Business Administration at least two years of experience in a regional project
- Good knowledge of GIZ digital tools WinPACCS is an advantage
- Working experience with regional organisations like IGAD is advantage
- Fluent English language skills
