CSOs EXPERT
Terms of reference
Background
The objective of the Better Migration Management (BMM) program is to improve the migration management in the East Africa region, in response to the needs identified by the countries of the Khartoum Process, and, in particular to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa in a rights-based and migrant-centered way.
The BMM program has four components:
1. Policy Harmonization;
2. Capacity Building;
3. Protection; and
4. Awareness-Raising.
In the framework of the implementation of component 2, capacity building, BMM Djibouti is recruiting an expert in CSOs management, to provide related training aimed at strengthening civil society organizations operational structure in their ability to identify and support vulnerable migrants. This expert will work in collaboration with an international expert.
Consultancy
The overall objective of this consultancy is to strengthen the capacities of selected local civil society organizations based in the five regions of the Republic of Djibouti, acting as first responders to identify and assist vulnerable migrants and trafficked persons.
Despite the CSOs general good knowledge of the situation observed on the field and their willingness to provide solutions, most of these organizations lack capacities and competencies in the management of their organizations. The expert’s role is therefore to support them in acquiring the adequate tools to in general run in a systematic way activities and in particular to be able to respond to the needs of vulnerable migrants and trafficked persons.
Outcomes of the consultancy
The expert in collaboration with an international expert is expected to:
-Design three series of training on NGO/CSO management, focusing on planning, project cycle management, monitoring and evaluation, communication and fundraising
-Design of the mentoring/sharing of good practices by the four identified CSOs;
-Preparation of training materials (power point and documents);
-Co-trainer and co-facilitator of sessions of the training program;
-Write a comprehensive report on the activity, description of the trainings including recommendations for improvement and for the way forward to develop an effective response mechanism for the protection of vulnerable migrants and victims of trafficking.
Working language:
All written reports related to the consultancy will be in French, as well as the training and all related supports (case study, PPT ….. etc.)
Duration and timeframe for the consultancy:
-Timeframe: from November 2018 to February 2019, for a total of 32 working days
Required Qualifications and Experience
-Strong experience with local civil society
-Fluent in French and working knowledge of English
-Knowledge in counter trafficking/mixed migration
-Ability to work in a collaborative manner with teams members and with multiple stakeholders of various levels from national to sub-national and community levels
-Relevant experience with civil society organizations
-Good understanding of the context of the Republic of Djibouti
