Job Description
Position: Wash Project Officer
Grade:G-5
Reports to: Area Manager
Supervision of: N/A
Duty station: Obock Office..
Travel: With frequent travel to all field locations in Djibouti and Ali-Sabieh)

1. Role and responsibilities
The purpose of this officer position is day to day implementation of the CC project functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1.Ensure adherence with NRC policies, tools, handbooks and guidelines.
2.Implement delegated support function portfolio according to plan of action.
3.Prepare and develop status reports as required by management.
4.Ensure proper filing of documents.
5.Promote and share ideas for improvement of the support function.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shaft be revised whenever a new employee is hired or the context changes significantly.
1.Ensure smooth running and uninterrupted water reticulation system in the implementation in the refugee camps.
2.Ensure FRC is maintained at the acceptable levels in the entire system and conducting water quality analyses (bacteriological, chemical and physical).
3.Ensure the entire system is well maintained and upgraded including the storage reservoirs (Elevated tanks).
4.Ensure proper dosage is administered and the dosing pumps are in good condition at ail times.
5.Project planning for construction activities and water pipeline installation in the respective camp.
6.Conduct topographical surveys and plot longitudinal profiles to ensure proper hydraulic design of the water supply systems.
7.Schedule and prepare work pla for field activities in consultation with the entire WASH team.
8.Prepare job contracts, supervise work and process payments upon job completion and submit to the Programme Coordinator.
9.Monitor maintenance stock levels, and ensure timely and appropriate replenishment.
10.Ensures that standards and specifications for works and materials deliveries are adhered to and gives recommendation(s) to the management as necessary, including certification of completed works for payments
11.Supervision of contractors engaged by NRC to ensure work is done as per drawings, technical specification and to the highest quality standard.
12.Supervise the construction and rehabilitation of water supplies interventions, latrines in strict adherence to the set regulations, WHO, UNHCR and the SPHERE standards.
13.Capacity building of staffs and communities in programming and implementation of WASH projects.
14.To represent NRC in technical and operational co-ordination meetings with the agencies and stakeholders.
15. Develop and conduct hygiene promotion activities in the implementation areas.
16.Assist the WASH PC in development of rapid response and contingency plans.
17.Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the sanitation activities.
18.Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of these trainings.
19.To coordinate implementation of activities with staff of the Ministry of Agriculture and Water Resources (Direction Hydraulique Rurale) and represent NRC during meetings.
20.Help identify needs for non-food it ems relevant to hygiene, participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
21.Recruit, train, and manage incentive workers including performance appraisal.
22.Preparation of reports, technical guidelines, drawings and other strategic documentations.

3.First degree in Civil Engineering, Water and Environmental Engineering, Hydraulics, or similar relevant discipline from a recognized university. Extensive experience may substitute for specific qualifications but not vice versa
4.Knowledge of AutoCAD, WaterCAD or any civil works design software is highly desirable Relevant Experience
5.At least 3 years of relevant work experience.
6.Proven practical experience undertaking water supply designs, civil works and implementation both rural and urban systems for at least 3 years. Refugee camp experience preferred.
7.Experience in operation and maintenance of large water supply system (peri-urban or urban)
8.Proven practical experience undertaking water quality analysis (bacteriological, chemical and physical) in a busy institution or organization.
9.Experience of working with INGO in a similar capacity will be an added advantage.
10.Excellent interpersonal, written and verbal communication skills.
11.Ability to communicate at all levels, in difficult circumstances, and strong negotiation skills.
12.Ability to work under pressure and meet deadlines.
13.Good cultural awareness and sensitivity.
14.Possession of strong administrative and managernent skills with a willingness to follow relevant policies and procedures.
15.Experience in capacity building and training of staff and target groups.
16.Language: Fluency in written and spoken French is essential; fluency in English and iocal ianguage is highly desirable.
17.Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.
