About MSF Eastern Africa

MSF Eastern Africa is the regional institutional office of MSF. It focuses on representation and networking, recruiting and supporting staff from the region, communications and fundraising, as well as working on other dossiers of importance to MSF such as Diversity, Equity and Inclusion (DEI), Data Protection, mutualization, training, medical operational support and environmental health. 

Position Title: Project Coordinator
Contract Type: International Mobile Staff (IMS) contract.
Location: Global (According to the project mission/ program country location).

Main purpose of the position:

In close collaboration with the Mission Coordination Team defining the operational strategy for the project. Being responsible for MSF’s operational response in the project and coordinating MSF’s programme execution and identifying the population’s health needs and the humanitarian issues at stake. Ensuring compliance to MSF’s charter, ethical standards and policies in order to realize organizational objectives and improve the target population’s health conditions and humanitarian situation.

General position accountabilities:

  • In close collaboration with the Head of Mission (HOM), representing MSF and defending its interests before local authorities, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image. Raising awareness in the target population about the existence of MSF's programs.
  • Monitoring and analyzing the political and humanitarian situation in the project area to identify the population’s health status and needs. Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints to make project proposals, set project targets and to calculate material, human and financial resources needed.
  • Bearing witness, documenting and raising awareness for the target population’s needs/distress.
  • Being accountable and supervising the execution of programs, including emergency response activities. Ensuring that the MSF’s technical and ethical standards are followed and objectives are achieved.
  • Coordinating activities with other MSF sections in the project region
  • Being responsible for the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) to ensure both the sizing of the team and the amount of knowledge required for the project activities.
  • Briefing the teams on context related issues. Ensuring the associative character of MSF is reflected in the briefing of all MSF staff, maximizing their commitment to MSF values and project’s goals
  • Supervising the implementation of safety and health protocols to ensure safe working conditions for the project staff, ensuring, together with the Medical Coordinator, an optimum psychological status of all project staff, looking for and suggesting solutions in case of mental health related issues
  • Ensuring data collection and epidemiological surveillance system, in agreement with the Medical Coordinator (MedCo), to define effective medical programs for the targeted population.
  • Evaluating program performance and providing all the required reports to HOM on project planning, project monitoring and project evaluation in line with Mission reporting cycle
  • Being accountable for the proper planning, sizing, and coordination of all financial and material resources needed in the project.
  • Agreeing on the annual budget and ensuring proper control of financial indicators and the project budget.
  • Supervising the project material resources put at MSF’s disposition to ensure a correct use and its longevity. Supervising all orders (medical and logistical) and the Project’s purchases as well as the financial indicators, with the support of the capital referents, to ensure efficiency and early detect deviations and its causes.
  • Defining and updating, in close collaboration with the Head of Mission, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols.
  • Ensuring the implementation of the Inter-operational directorate Security Agreement (ISA) in the project, both in spirit and letter, promoting a culture of pro-active information sharing and collaboration

Mission/ Project specific accountabilities:

Depending on the needs in the field and the context, Mission Specific accountabilities will be adjusted. The staff shall receive an updated TOR (Terms of Reference)/ JD (Job Description) designed for that specific position in that specific mission before departure for the mission.

Minimum Requirements:

  1. Education:
    • Desirable University degree or Paramedical Diploma
    • For OCBA: Desirable degree in Project Management or HR Management
  2. Experience:
    • Mandatory: 3 – 5 years of professional experience in a related field.
    • Desired: Experience working in MSF or other INGO, experience working in low income/ conflict / low resources contexts is a strong asset.
  3. Languages:
    • Mandatory: Fluency/ working proficiency in both English and French.
    • Desired: Arabic, other languages.
  4. Knowledge:
    • Essential: Computer literacy (word, excel and internet).
  5. Competencies:
    • Strategic Vision.
    • Leadership.
    • People Management and Development.
    • Service Orientation.
    • Teamwork and Cooperation.
  6. Availability: Minimum 9 - 12 months’ commitment is required (longer commitments are highly desired).
  7. Flexibility: Travel without family, moderate living conditions in the field.
  8. Commitment to MSF Charter, MSF Principles and EDI (Equity, Diversity and Inclusion).

What We Offer:

  1. Employment Contract: Staff sign a contract for the duration of the mission.
  2. Financial Benefits:
    • Monthly Salary: A modest salary ranging between EUR 2,825 and EUR 3,358, based on profile and experience.
    • Per diem: Monthly per diem to cover daily expenses such as food and other personal expenses, based on the cost of living in the mission country and the mission’s policy.
    • Home Child Allowance: The HCA is a monthly amount paid out for dependent children under 18 who remain at home. It is provided systematically to employees with an initial long-term assignment (12 months and more) and is capped at 3 children per employee.
    • International Retirement Savings Plan: Staff are automatically enrolled in an International Retirement Savings Plan with MSF contributing 7% of the salary.
    • Accommodation: While on a mission, MSF covers staff accommodation in a shared guesthouse, including utilities and housekeeping, etc.
  3. Health Insurance: MSF covers staff health insurance for the duration of their contract.
  4. Medical Checkup and vaccinations: MSF covers all necessary medical checkups and vaccinations to prepare the staff for the field mission.
  5. Flight Tickets: MSF covers staff tickets from home country/ residence country to the project location and back. For 12 months and more commitment, MSF covers full round-trip tickets for staff every 6 months, or according to the mission’s policies.
  6. Holidays:
    • Annual Leave: 25 to 30 working days per year, prorated according to the length of the contract.
    • R&R/Rest & Recuperation: Depending on the project/mission policies, staff might be entitled to 3-5 days of R&R every 6 weeks, spent in the capital or neighboring country. These are not deducted from the annual holidays.
    • Public Holidays: Staff might take days off on all public holidays in the mission country, or according to MSF policies for that mission.
    • Other Holidays: sick leave, circumstantial leave, maternity leave, paternity leave, etc.
    • Career Development: Once a candidate is validated for the pool, she/he is assigned a Career Manager, who supports the staff throughout their career in MSF. MSF provides many learner resources (access to technical reference in your field of expertise, online learning resources, face 2 face trainings, Peer 2 peer learning, eternal courses/ higher education, anymore!).
  7. Team composition: Working with multinational team members from different backgrounds. At the moment MSF has over 170 nationalities that you get to work with during your career with MSF.
  8. Mobility: You'll have opportunities to travel to different locations for work, training, and collaboration, giving you a chance to experience different cultures and broaden your professional network.
