Terms of Reference
Background
The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities in addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2019 to September 2022. The project is implemented by a partnership of British Council, CIVIPOL, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda. The BMM II programme has three components:
- Strengthening of national and regional migration governance
- Increasing of national and cross-border cooperation on trafficking and smuggling
- Supporting and protecting migrants
As part of the implementation of the BMM programme, GIZ has a dual role of both coordinating the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities.
GIZ, after consulting its partners and national stakeholders during the annual planning workshop, determined that to achieve its objectives on strengthening the coordination of State services, it is important to work at two levels mainly. At the national level to support the national coordination mechanism and at the local level with the Prefectures who oversee the action of state services and steering the implementation of public policies.
Given the current situation, during the national planning workshop, it appeared necessary to strengthen the capacities of regional prefectures in anticipation of the establishment of a national coordination body. In fact, given its prerogatives, the prefectures already ensure, despite limited resources, the supervision of border management through the chairmanship of joint sub-committees and the coordination of state services.
In this context, GIZ has already undertaken to work with the Ministry of the Interior and the prefectures in order to assess the administrative functioning as well as the organizational capacities of the latter.
These work missions have led to the drafting of a new organizational model as well as the design of terms of reference concerning the operating modes of the latter with a view to improving the coordination of State services.
At the national level, by Decree of the President of the Republic, a national coordinator has been appointed and his office has been set up. Although the details of its operation are being clarified via a circular, the operationalization is in progress.
Taking into account the previous evaluations and with a view to preparing the implementation of the recommendations formulated in the previous missions, it is important to provide these structures on the one hand with the necessary material resources and on the other hand to strengthen the know-how of the personnel assigned to it so that they can carry out their missions.
GIZ is seeking to recruit a consultant who will assess the needs of each prefecture and the office of the national coordinator.
Consultancy
The aim of the consultancy is to provide support to meet the agreed-upon goals for the implementation of the BMM Component 1 in Djibouti.
In particular, the consultant is expected to:
➢ Identify the need of the prefectures in the five region and the national coordinator office.
➢ In accordance with the previous report and evaluation’s, propose relevant training areas.
➢ Prepare an estimation of the budget of recommended equipment, network and software.
Outcomes of the consultancy:
➢ Produce and submit a well-written and comprehensive report on equipment and training needs to operationalize migration coordination.
➢ Identification of the need in term of IT tools such as software or networks.
➢ A budget with detailed estimated prices for recommended equipment.
➢ Other pertinent information
Working language:
- Working language is French. A good command of English would be considered as an asset
- Knowledge in local languages recommended
Duration and timeframe
- Timeframe: Approximately 2 months
- Total working days: 30 days
- Available from Mid-February onwards
Consultancy requirements: - Relevant post-graduate degree in administration management, law or related field.
- A minimum of 15 years of extensive experience in administration management.
- Demonstrated knowledge and experience in conducting consultancy.
- Excellent analytical and organizational skills.
- Capable of building strong relationships with internal and external actors.
- Demonstrates openness to change and ability to manage complexity.
- It is expected that the consultant will reside in Djibouti City for the duration of the consultancy and will be available to travel to various regions in the Republic of Djibouti.
