Job Description

Travel:Djibouti with several travel in the field (Ali-Addeh, Holl-Holl, Obock)

1. Role and responsibilities
The purpose of the officer position is day to day implementation of the function’s responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1.Ensure adherence with NRC policies, tools, handbooks and guidelines
2.implement delegated support function portfolio according to plan of action
3.Prepare and develop status reports as required by management
4.Ensure proper filing of documents
5.Promote and share ideas for improvement
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
1.Work closely with the Program team to document the inputs, outputs, outcomes and impacts (e.g. Need assessments, beneficiaries profiling, baseline survey, activity follow-up and monitoring, impact survey, project evaluation) of various project and ensure full compliance with the NRC HOA M&E Framework,
2.Taking from the M&E Framework, assist the program team in strategic planning i.e. drafting of proposals to design need-driven projects.
3.Assist the planning, preparation, implementation and coordination of program monitoring activities including but not limited to questionnaires designing, data collection, analysis and reporting and to yield results of acceptable degree of quality,
4.Participate internal and external coordination meetings
5.Carry out local field visits and identify challenges, inconsistencies, lessons learnt and best practices in project execution,
6.Assist on timely-reporting of program activities for the common reporting cycles (bi-weekly, quarterly, GORS etc.)
7.Responsible for the establishment and day to day maintenance of the program level beneficiary database (Management Information System) including project data compilation, analysis, updating and archiving,
8.Develop data management proficiency amongst program staff especially on collection, collation, compilation and analysis,
9.Development of internal progress monitoring and reporting tools when necessary,
10.Ensure monitoring and documentation of project progress and project evaluation according to the M&E Framework,
11.Spearhead the implementation of a Complaints Response and Feedback Mechanism
12.Conduct capacity building for project staff on the use of phone/web-managed data collection system (Mobenzi)
13.Carry out any other relevant tasks to the position as requested by the line manager

•Strong analytical skills (qualitative and quantitative)
•Strong in data management and analysis skills with demonstrable competence in at least one statistical application like SPSS, STATA, etc, or Excel and [or ACCESS, high level of computer Work well under pressure and able to meet deadlines
•Good community mobilization skills, and ability to resolve individual and group conflicts
•Individual and group facilitative and capacity building skills,
•Possess cultural awareness and sensitivity
•Excellent report writing skills
•Ability to set up/implement M&E system at a field level for a number of cross thematic projects
•Experience in handling huge amounts of data,
•Familiarity with at least one digital data gathering systems and application,
