General information
a.Brief information on the project
The objective of the Better Migration Management (BMM) II Programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent/national authorities addressing the trafficking in human beings (TiP) and the smuggling of migrants (SoM) within and from the Horn of Africa.
The BMM II program has three components:
•Migration Governance
•Cooperation on TiP & SoM; and
•Protection
The Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Commission. It is envisaged to be implemented from October 2019 to September 2022. The implementation is facilitated through an Implementing Partnership consisting of IOM, UNODC, CIVIPOL, British Council, and the lead agency GIZ. The Programme’s intervention target countries are in the Horn of Africa region, i.e. Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda.
b.Context
In its protection component, BMM II aims to improve referral and access to protection and assistance services for vulnerable migrants and Victims of Trafficking (VoT) in selected target countries. The second specific objective indicator of the component is “number of male and female vulnerable migrants and victims of trafficking assisted by protection and assistance service providers involved in (national) referral mechanisms in line with international standards and gender considerations” (SOI 3.2).
At the output level, the Programme will in this regard support the improvement of access to protection facilities and services for victims of trafficking and vulnerable migrants, together with key stakeholders in the target countries. The respective Indicator is OI 3.2.2 an “increased number of relevant state- and non-governmental stakeholders confirming referrals of VoT and vulnerable migrants to relevant institutions in line with the referral mechanisms and SOPs with particular focus on women and children”. To this end, the Programme will support protection and assistance service providers (mainly non-governmental) and relevant government stakeholders to roll-out and operationalise national and local referral mechanisms. The relevant state and non-state actors will be supported through capacity development, establishment of adequate procedures and systems and strengthening coordination. The programme will not focus on direct service provision to VoT and vulnerable migrants.
To determine if and to what extent referrals actually happen on the ground i.e. if the referral systems are functional, the programme commissioned a regional study on the referral of VoT and vulnerable migrants. Apart from Djibouti, the assessment will be conducted in Ethiopia, Kenya, Somalia, Sudan and Uganda.
One of the lessons learned of the first programme phase (BMM I) is, that inter-institutional procedures for protection and the organisational capacities of service providers need to be strengthened in a systematic approach in order to render protection regimes in the Horn of Africa countries more sustainable. Mechanisms and procedures for the identification, referral and protection of VoT and vulnerable migrants have only been established in recent years in the target countries and are not yet uniformly applied by all relevant stakeholders. BMM I has supported coordination between state actors and civil society organisations on protection through the development and roll-out of National/Local Referral Mechanisms and Standard Operating Procedures (SOPs).
In Djibouti, a formal or standardised referral mechanism does not exist. As a result the protection regime for VoT and vulnerable migrants is limited. Initiatives are on going but nothing is fully finalyzed yet.
c.GIZ shall hire the contractor for the anticipated contract term, from 01.10.2020 to 31.12.2020.
d.The contractor shall provide the following work/service:
The objective of the consultancy is to implement the study for the above-mentioned indicators SOI 3.2. and OI 3.2.2 in Djibouti, to collect and document data for the study among the relevant state and non-state actors in Djibouti based on the regional methodologies designed by the regional consultant.
Tasks:
Throughout the assignment the national consultant will closely coordinate with the regional consultant who will be the lead for the overall assignment. The international consultant will work remotely and communicate with national consultants in all target countries virtually (phone, email, skype). The national consultant will also closely coordinate with the BMM GIZ team in Djibouti.
He/she will fulfil the following tasks:
•Familiarize him/herself with documents pertinent to the assignment (as provided by BMM) as well as the country-specific context in Djibouti.
•Participate in the training on the methodology of the study, delivered by the regional consultant (virtually).
•Coordinate work plans for the data collection process based on the methodology and the selected sample with the regional consultant and BMM GIZ team.
•Discuss and agree with the regional consultant and GIZ on communication and back-stopping throughout the study.
•Collect data for the post-training evaluation as per the proposed regional methodology (could possibly include questionnaires, standardised interviews, interviews with stakeholders, etc.)
•Follow up with the international consultants during data collection and ensure compatibility of data collected with data collection in other countries.
•Clean collected raw data, and document it in the required format using proposed tools and software.
•Support the international consultant in interpretation of data as required.
GIZ will be responsible for:
•Providing background documents relevant to the assignment;
•Recruitment of the international consultant and facilitating initial contact between national and international consultants;
•Sample selection and provision of contacts of stakeholder for the study
•Provision of transport, accommodation and logistical support during the field work as required.
GIZ reserves the right to request and keep any document(s) prepared and/or obtained and/or referred to during this assignment.
The international consultant will provide the following:
•Study design incl. evaluation criteria and tools (in English);
•Regional database (excel) with data organized by country and overall sums, data analysis tabs (pivots or similar);
•Draft report, including an executive summary, dedicated sections on each target country, an overall regional analysis, conclusions and recommendations
•Final report including GIZ’s comments and feedback.
Methodology:
The following key aspects should be taken into consideration by the consultant while carrying out the proposed assignment in the country:
•BMM II works closely together with and enhances the capacities of regional and national policy makers, government agencies, service providers and other civil society actors throughout its three components. It focuses on individual, organizational and systemic capacity development with a particular emphasis on sustainability.
•BMM II follows a development-oriented, “do no harm” and human rights-based approach to migration. BMM II measures are implemented in full respect for migrant’s rights and with the objective of addressing vulnerable groups’ specific needs.
•BMM II adopts a gender-responsive approach, acknowledging the different needs of men, women, boys and girls while addressing the specific needs of VoTs and vulnerable migrants, and aiming to generate a perceptible positive impact on gender equality. The methodology and implementation of the assignment thus must adhere to a gender-responsive approach and where possible explicitly consider gender-based disadvantages.
•The implementation of the study will require the use of adequate quantitative and qualitative methods as per the proposed study design. Comparable data needs to be collected across different countries providing information on the impact of measures conducted by BMM as well as sufficient information to identify recommendations for the future implementation of the programme. The national consultant will therefore ensure that the study is carried out among a representative sample of relevant participants. In case of any challenges in this regard he/she is required to follow up directly with the BMM GIZ team as well as with the regional consultant.
