Terms of Reference for Consultancy on photography in Djibouti à Djibouti
1.Background
The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2019 to September 2022. The project is implemented by a partnership of British Council, Civipol, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda.
The BMM has three components:
•Strengthening of national and regional migration governance
•Increasing of national and cross-border cooperation on trafficking and smuggling
•Support and protection of migrants
The operative context of BMM is politically sensitive and faces high awareness in politics, public and media. Therefore, the project’s objectives and achievements shall be communicated to satisfy the information needs of different stakeholders to avoid the dissemination of misinformation and misinterpretation.
2.Purpose of assignment and tasks
The service is needed to support the implementation of communications of the BMM project. Due to the expectations of the contracting authorities EU and BMZ and the politically sensitive environment of the project, pictures and visuals of the activities for the public relations work should be prepared in consistently good quality and in accordance with the BMM communication and visibility concept.
In close coordination with the BMM Communication Officer based in Brussels and with the Djiboutian GIZ- Team, the consultant will provide pictures and visuals
•in high quality of BMM activities overall. This may include assessment missions to the region (field trips), trainings, relevant meetings, site visits, events, etc.;
•which are professional, authentic and relevant to the target audience;
•which focus on activities of BMM and highlight its purpose, while respecting personal rights and data protection (ask individuals for their permission and specify what for the pictures will be used for);
•which are preselected and edited digitally (high solution and jpg or mp4 format). Photos and other visuals are to be provided on CD in triplicate including a short description of each picture/film;
•All rights to the photos and other visuals (ownership, copyright and usufruct) will be ceded to GIZ for unlimited use by GIZ, partner organisations, and the European Union. If requested the consultant will be mentioned in the final credits.
• All photos and other visuals have to be taking in accordance with the European General Data Protection Regulation (GDPR) to ensure the protection of personal data and the right of privacy. Therefore, an explicit (written) consent of the persons recognizable in the photo or their parents if they are younger than 16 years, as well as a data-protected storage and transfer is requested.
•The consultant is based in Djibouti-city.
•The consultant has the flexibility to travel.
3.Reporting
The consultant will report in English to the regional office and the BMM Communication Officer based in Brussels.
4.Place and duration of the assignment
The contract duration is from 01 June until 31 December 2020. Up to 30 days are estimated to fulfill the contract.
The contractor is located in Djibouti-city to provide the services. Traveling could be necessary to conduct photos.
5.Qualification
•An excellent expertise in photography and the necessary technical owned equipment;
•Knowledge about international and local expectations, obligations and needs;
•Knowledge of EU General Data Protection Regulation;
•An extensive network within the country;
•A valid work permit;
•Knowledge of GIZ, its procedures and the BMM project;
•Local languages an asset.
6.Invoice procedure
The consultant will provide invoices (travels/accommodation outside of Djibouti Ville) based on the working days after acceptance of the services by the client according to the daily rate agreed with GIZ.
