Better Migration Management Programme
1.Background
The objective of the Better Migration Management (BMM) program is to improve the migration management in the East Africa region in response to the needs identified by the African countries of the Khartoum Process, and in particular to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa.
The programme is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Commission. The implementation is planned from April 2016 to March 2019. The programme will be implemented by a consortium of IOM, UNODC, CIVIPOL, Expertise France, the British Council, the Italian Public Security Authority and the coordinating organisation GIZ. The target countries in the Horn of Africa are Ethiopia, Djibouti, Eritrea, Kenya, Somalia, Sudan and South Sudan, as well as Egypt, Tunisia and Uganda on regional issues.
BMM is in lose cooperation with the National Commission on Human Rights (CNDH) in Djibouti to support the programme’s objectives to help better the human rights situation of migrants throughout Djibouti. CNDH is organizing an International Week on Human Rights in the first week of December 2018 and GIZ-BMM is collaborating with them specifically for the special day related to human rights and migration.
2.Justification for the award
The service is needed to produce a video to be shown for the International Week on Human Rights from the 3rd to the 10th of December that organized by the CNDH. BMM is supporting the National Commission for Human Rights (CNDH) in Djibouti with the production and showing of a short documentary aimed at Djiboutian locals to understand the context of migrants transiting Djibouti. Due to the expectations of the commissioners and the politically sensitive of the programme, the final video has to be produced and finalized in high quality concerning the content and the wording before the 3rd of December. Therefore, the selected consultant has to produce the raw material and cut the film for verification before the 27th of November.
The consultant is a Djiboutian professional filmmaker. The consultancy requirements further include:
•An excellent expertise in videography and the necessary technical equipment;
•Knowledge about international and local expectations, obligations and needs;
•An extensive network within the country;
•A valid work permit;
•Based in Djibouti-city;
•Flexibility to travel and follow the team and the CNDH into Djibouti regions,
•Familiarity with GIZ, its procedures and BMM programme;
•Local languages an asset.
3.Terms of reference
The aim of the consultancy is to produce a short video in French with corresponding translated subtitles when appropriate about the sensitization of the local population in Djibouti on the rights of migrants transiting Djibouti. The goal is to show that migrants are human beings with corresponding rights, by changing the perspective that the local population has about migrants to induce an understanding of the situation of migrants and encourage host communities to help support the critical situation of migrants for a better living together. The video will be presented at the end of the International Human Rights Week, during the official celebration on the 10th of December to a wide range of Djiboutian audience and will later on be used for other internal and external presentations as well as potentially shown on national television. The video should not exceed the time of 10 to 15 minutes maximum. The script will be produced in cooperation with CNDH and the BMM team in Djibouti. The material will show typical migrant routes and the situation along the road, an interview with the president of CNDH, interviews with at least two Djiboutian locals describing their experience with migrants in Dikihl, Obock and Tadjourah, as well as with migrants themselves describing their reasons for migrating and their endurances along the route. The raw material will be shot in Djibouti’s regions (presumably Tadjourah, Obock and/or Dikihl) and then cut and assembled within Djibouti. The material should be provided in mp4 format and HD 16:9 to the Djiboutian BMM office.

The interviews will be arranged and conducted by the representatives of CNDH.
Ownership, copyright and usufruct will be handed over to GIZ. The consultant will be mentioned in the final credits as producer.

4.Place of fulfillment
The consultant will provide the service at its location. There are up to 2-3 travels foreseen.
5.Time frame
The contract duration is between the 18th of November 2018 and 10th of December 2018. Up to 7 days are estimated to fulfill the contract. A final first version is expected to be ready on the November 27th and adjustments including subtitles can be added later.
