Sensitizing Local Communities and Migrants on Human Rights, Migration and Regional Information and Meeting Centres à Djibouti
Terms of Reference
Background
The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities in addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2019 to September 2022. The project is implemented by a partnership of British Council, Civipol, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda. The BMM II programme has three components:
-Strengthening of national and regional migration governance
-Increasing of national and cross-border cooperation on trafficking and smuggling
-Supporting and protecting migrants
As part of the implementation of the BMM programme, GIZ has a dual role of both coordinating the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities.
One of the results GIZ is striving to reach under Component 2 is to increase the number of monitored, reported and followed-up cases of human rights violations against migrants, with a particular focus on women, boys and girls. To that end, GIZ is working in close cooperation with the CNDH-Dj (Commission Nationale des Droits de l’Homme de Djibouti) on a series of activities, including the sensitization of the local communities and the migrants on human rights, migration and the regional Information and Meeting Centres (CIRs in French).
To this effect, GIZ is planning to conduct two awareness campaigns for the migrants and the local communities on human rights, migration, and the use of the Information and Meeting Centres (CIR).
To attain the mentioned main goal, the consultant hired will be tasked with identifying the communication needs and the relevant channels to reach the targeted audiences and with producing the appropriate awareness-raising messages.
Consultancy
BMM II adopts a gender- responsive approach, acknowledging the different needs of men, women, boys and girls while addressing the specific needs of VoTs and vulnerable migrants, and aiming to generate a perceptible positive impact on gender equality. The methodology and implementation of the assignment thus must adhere to a gender-responsive approach and where possible explicitly propose measures for countering gender-based disadvantages. Data included in report(s) generated under this assignment must be disaggregated by gender, age-group (adult/minor) and target group.
The aim of the consultancy is to provide support to meet the agreed-upon goals for the implementation of the BMM Component 2 in Djibouti. The consultant is expected to:
Identify the communication needs and the relevant channels for the awareness raising of the local communities and migrants on human rights, migration and on the use of Information and Meeting Centres (CIRs).
Elaborate and design a communication strategy for the CNDH with the objective of making known the various missions and prerogatives of the institution as well as the mechanisms at their disposal to implement the powers conferred messages.
In accordance with the developed strategy and in relation to each relevant communication channel identified, propose communication tool such as awareness activities and important and / or key messages, which must be disseminated.
The communication tools must be appropriate to a multi languages context and taking into consideration a high illiteracy rate. Six different languages must be included, namely Amharic, Afar, Somali, Arabic, French and Oromo.
Outcomes of the consultancy:
Produce an analytic report presenting and explaining the processes undertaken (field interviews, focus group, consultations with the CNDH and the other interested parties, research etc.) to identify the needs and appropriate communication needs and channels for the awareness raising;
a communication strategy document must be drawn up and submitted to the CNDH for validation;
Produce relevant communication messages and propose tools for awareness-raising using the mediums previously identified. These tools must be adapted to the languages mentioned above.
Kindly note that the consultant will have to align her/his assignment to BMM-GIZ regulations, especially in terms of communication, and taking into account the sensibility of the topic.
Working language:
- Working language is French. A good command in English would be considered an asset
- Knowledge in the 6 languages mentioned above recommended
Duration and timeframe:
- Timeframe: Approximately 3 months
- Total working days: 25 days
- Available from May onwards
Consultancy requirements:
- A Post-graduate degree in Communication, Human Rights Studies, Migration Studies, Social Sciences, International Affairs or a related field;
- A minimum of 10 years of extensive experience in the conceptualization, production and dissemination of messages on Human Rights;
- Being fluent in French as well as being able to produce communication tools in the languages used by the beneficiaries;
- Excellent analytical and organizational skills;
- Great communication and mediation skills;
- Understanding of key concepts on Human Rights and migration;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Capable of building strong relationships with internal and external actors;
- Demonstrates openness to change and ability to manage complexity.
- It is expected that the consultant will reside in Djibouti City for the duration of the consultancy and will be available to travel to various regions in the Republic of Djibouti throughout the consultancy to engage with the local communities, the migrants and the stakeholders.
