Renovation of the regional prefecture’s offices. GIZ BMM Djibouti à Djibouti
Terms of Reference
Background
The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2019 to September 2022. The project is implemented by a partnership of British Council, Civipol, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda. The BMM has three components:
-Strengthening of national and regional migration governance;
-Increasing of national and cross-border cooperation on trafficking and smuggling;
-Support and protection of migrants.
As part of the implementation of the BMM program, GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities.
As part of the implementation of Component 2 of the BMM program focusing Cooperation to combat trafficking and smuggling, GIZ, is planning to renovate two offices for the benefits of the CNDH in Arta and Tadjourah town. These office’s will be used by CNDH to receive migrants complains on violation of their rights. These premises will also be used as an information center for VoT and venerable person’s in general in liaise with social care and protection local structures.
Consultancy
The aim of the consultancy is to provide support to meet the agreed-upon goals for the implementation of the BMM Component 2 in Djibouti.
In particular, the consultant is expected to:
-Realize an architectural study of a project of renovation of designated premises in 2 prefectures (Tadjourah, Arta) in accordance with the regulation in force in the Republic of Djibouti and in the respect of the environment,
-To establish the configuration of the works, to define the appropriate technical possibilities and to provide the related plans;
-Coordinate and follow the construction phases;
-issue a certificate of conformity.
Outcomes of the consultancy:
Feasibility study describing in detail the work to be carried out as well as a description of the estimated costs;
Model of future premises and layout proposals;
Works receipt report on behalf of GIZ confirming the conformity of the work to be carried out.
Working language:
•All written work for the consultancy will be delivered in French, unless otherwise directed by the Regional Coordinator.
Duration and timeframe for the consultancy:
•Timeframe: Approximately 4 months
•Total days: 90 days
•The cost of the transportation and accommodation will be supported by the consultant, all these charges are included in the consultancy fee;
•It is expected that the consultant will be resident in Djibouti during the pendency of the majority of the consultancy and will be available to travel to various regions in the Republic of Djibouti throughout the consultancy, particularly to make the preliminary visits of the places and later the visits of building sites in the optics of the control of the works and finally the reception of the works. In total a maximum of 4 times per site and per region.
Consultancy requirements:
•Post-graduate degree as an engineer in civil engineering or building.;
•Experience working with UN agencies as part of new construction or renovation of existing structures;
•Experience working in Djibouti required, and work experience elsewhere in the region is preferred;
•At least five (5) years of relevant work experience;
•fluency in English for the provision of the necessary documents is mandatory;
•Fluency in French required, and strong knowledge of other relevant local languages such as Afar and/or Somali strongly preferred; and
•Availability from 30TH MARCH 2020 to 30TH JUNE 2020.
