Recruitment of Staff at International Children’s Action Network (ICAN)
ICAN is recruiting local staff members in Djibouti, Obock and Ali Sabieh offices. Number of staffs is not limited to one for each position and is subject to other applications we receive every day.

1. Vacancies and Responsibilities
Position A: Construction Expert
- Monitor construction projects.
- Provide technical and administrative advice on the construction works at site.
- Monitor the construction project as a whole to assure the construction works proceed according to plan.
- Monitor all onsite and offsite constructions to comply with building and safety regulations
- Monitor the work progress on daily, weekly, and monthly basis and report
- Prepare internal and external reports pertaining to construction
Position B: Construction Officer
- Supervises construction projects from the beginning to the completion.
- Review the project in depth to schedule deliverables and estimate costs.
- Inspects all onsite and offsite constructions to monitor compliance with building and safety regulations.
- Coordinate construction workers and subcontractors.
- Select tools, materials and equipment and track inventory.
- Review the work progress on daily basis.
- Prepare internal and external reports pertaining to construction.
Position C: Project Officer/ Assistant
- In charge of activities in the field, coordinating project management activities, resources, equipment and information, and any other relevant tasks.
- Communicate with partner organizations including the Djibouti government and UNHCR to implement projects smoothly.
- Monitor project progress and report potential issues to international staff.
- Make reports of project activities, indicators, and achievements.
Position D: Procurement Officer/Assistant
- Order and purchase necessary goods and services for the project under instructions of international staff.
- Maintain and organize project records and prepare purchase details of orders and deliveries.
- Conduct any other duties relevant to procurement.
Position E: Administrative Officer/Assistant
- Update and maintain office policies and procedures.
- Order office supplies and arrange repair for office equipment.
- Provide general support to international staff.
- Perform any other administrative tasks to ensure the smooth running of the office.
Position F: Finance Officer
- Maintain digital and physical financial records.
- Verify receipts of expenses, creating and updating expense reports.
- Perform any other accounting tasks to ensure the smooth running of the office.
2. Qualification Requirements
For Position A:
- Djibouti nationals holding college degree in civil engineering or construction-related areas of study.
- Full knowledge and experiences with CAD.
- Excellent spoken and written skills in English, French and Arabic.
- At least five years of work experiences of supervising construction projects, including working experiences with governmental/UN construction projects.
- Excellent computer skills in Excel and Word processing.
- Flexibility in responding to urgent needs and tasks.
- Experience working at international development programs is highly desirable.
For Position B-F:
- Djibouti nationals holding college degree with relevant areas of study.
- Excellent spoken and written skills in English, French and Arabic.
- At least two years of work experiences similar to the position that you are applying for.
- Excellent computer skills in Excel and Word processing.
- Flexibility in responding to urgent needs and tasks.
- Experience working at international development programs is highly desirable.
3. Regular Working Hours
Sunday to Thursday, 8:00am-17:00pm (1 hour of lunch break during working hours)
※Working hours during Ramadan period may not apply to regular working hours.
4. Working Places
Depends on the position. All positions have possibilities of official travel to Djibouti, Obock, Ali Sabieh and other cities in Djibouti.
5. Working Conditions
Salary and other working conditions will be decided in accordance with the regulations of ICAN.

Project Background and Description
Due to the conflicts and unstable situations in Yemen, Somalia and Ethiopia, over 27,000 refugees and asylum seekers (Yemeni, Somali and other nationalities), have been registered by UNHCR and the Office National d’Assistance aux Réfugié et Sinistré (ONARS) in Djibouti (2017). It is crucial to enforce child protection to make sure that all of the refugee children living in this country receive protection care and services.
In 2016, we, ICAN, have established a Child Friendly Space in the Markazi settlement, Obock. From 2018, ICAN is an official implementing partner of UNHCR for child protection in Djibouti.
Our project aims at enforcing child protection in Obock, Holl Holl, Ali Addeh and Djibouti city, through providing basic access to child protection services, at the same time with supporting host communities.
