Recruitment of a consultant to the Assessment of Migration flows management at local level, and capacities and material need evaluation of the Prefectures à Djibouti
Background
The objective of the Better Migration Management (BMM) program is to improve the migration management in the Eastern African region, in response to the needs identified by the African countries of the Khartoum Process , and in particular to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa.
The BMM program has four components:
•Policy Harmonization;
•Capacity Building;
•Protection of Vulnerable Migrants; and
•Awareness-Raising.
As part of the implementation of Component 1 of the BMM program focusing on policy harmonization, GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities, particularly around strengthening capacities and materials of governmental agencies involved in management of migration flows.
Consultancy
The aim of the consultancy is to particularly support BMM to identify the needs in terms of capacities development and materials of the Prefectures in the management of migration flows. Four regions of the Republic of Djibouti are concerned: Ali Sabieh, Dikhil, Tadjourah and Obock.
The consultant is expected to:
-help us to become familiar with the context of migration management, at local level in the Republic of Djibouti;
-highlight all the working relationships/functional links that the Prefecture have with those involved in managing migration flows through private interviews and field visits;
-Identify capacities gaps and material needs for each of the four regions concerned;
Outcomes of the consultancy:
•A 3 to 5 pages mission report detailing all the points raised in the objectives.; and
•A book of the various interviews.
Working language:
•All written work for the consultancy will be delivered in English.
Duration and timeframe for the consultancy:
•Timeframe: as soon as possible
•Total days: nine working days;
•It is expected that the consultant will be resident in Djibouti during the pendency of the majority of the consultancy and will be available to travel to the four regions of Djibouti throughout the consultancy, particularly to interview and report on activities.
