Identifying the institutions operating in the field of protection and assistance to VoTs/vulnerable migrants and systemizing their relationships for a more efficient referral à Djibouti
Terms of Reference
1.General information
a.Brief information on the programme
The objective of the Better Migration Management (BMM) programme is to improve the human-rights based management of safe, orderly and regular migration and to support competent national authorities in addressing the trafficking in human beings and the smuggling of migrants within and from the Horn of Africa region.
The project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and is co-funded by the European Union for the duration from October 2019 to September 2022. The project is implemented by a partnership of British Council, CIVIPOL, IOM, UNODC, and the lead organisation GIZ. The target countries in the Horn of Africa are Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan, South Sudan, and Uganda. The BMM II programme has three components:
-Migration Governance;
-Cooperation on Anti-Trafficking and Anti-Smuggling;
-Protection.
As part of the implementation of the BMM programme, GIZ has a dual role of both coordinating the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities.
b. Context
Overall, Djibouti is increasing its efforts in the field of protection and assistance to the migrants and vulnerable ones. Moreover, to maximize this protection to migrants’ certain areas such as the operationalization of mechanisms/SoPs to identify, refer and assist must be strong. In fact, victims as protection services providers have to systematically know to which relevant institutions referring the victims for an appropriate care.
The CNDH (national human rights commission) is a key partner with whom GIZ is collaborating for a better migration management, especially in terms of protection from identification to assistance through referral. To this effect, in BMM II, GIZ works hand in hand with the CNDH in several aspects of the program. Together, they have produced among other activities a human rights violation complaint handling system for the local population as the migrants in Djibouti City and in region.
In that sense, within BMM II, one of the outputs GIZ wants to achieve in partnership with the CNDH under Component 3 is to strengthen the local and national state or non-state entities, for a better understanding of the SoPs concerning the referral of the migrants and especially the most vulnerable ones.
2.Consultancy
BMM II adopts a gender- responsive approach, acknowledging the different needs of men, women, boys and girls while addressing the specific needs of VoTs and vulnerable migrants, and aiming to generate a perceptible positive impact on gender equality. The methodology and implementation of the assignment thus must adhere to a gender-responsive approach and where possible explicitly propose measures for countering gender-based disadvantages. Data included in report(s) generated under this assignment must be disaggregated by gender, age-group (adult/minor) and target group.
a.Objectives
The aim of the consultancy is to provide support to meet the agreed-upon objectives of the BMM Component 3 in Djibouti.
The consultant is expected to:
Following a disaggregated data approach, identify the state and non-state institutions involved in the referral, protection and assistance of migrants at the local and central levels;
Document their intervention areas and who are their beneficiaries, especially among women and minors;
Highlight the main duplication and complementary points.
b. Deliverables of the consultancy
Based on the desk and field researches, produce an analytic report, gathering the description of the different institutions involved in migrant’s protection and underlining their complementarities and duplications;
Elaborate a contacts list of all the institutions mentioned above (minimum of two contacts per institution);
List the actors which are not yet in the Service Directory.
c.Working language
- Working language is French;
- Good command of English would be considered as an asset;
- Knowledge in local languages recommended.
3.Duration and timeframe
- Timeframe: Approximately 2 months
- Total working days: 10 days
- Available from July onwards
4.Consultancy requirements
- A Post-graduate degree in Law, Human Rights Studies, Migration Studies, Social Sciences, International Affairs or a related field;
- A minimum of 5 years of experience in field and desk research;
- Demonstrated knowledge and experience in protection system approach, especially in the field of migration;
- Fluency of French and good command in English considered as an asset;
- Great communication skills;
- Excellent analytical and organizational skills;
- Capable of building strong relationships with internal and external actors;
- Demonstrates openness to change and ability to manage complexity;
- It is expected that the consultant will reside in Djibouti City for the duration of the consultancy and will be available to travel to various regions in the Republic of Djibouti.
