Job Description
Background
The objective of the Better Migration Management II (BMM II) program is to improve the migration management in the Eastern African region in response to the needs identified by the African countries of the Khartoum Process, and in particular to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa. The BMM program has three components, all of which are in the midst of implementation in Ethiopia and Djibouti collectively:
•Migration governance
•Effective Institutions
•protection
The Better Migration Management II (BMM II) program aims to respond to an overall objective to improve migration management in the Horn of Africa region, and in particular to curb the trafficking of human beings and the smuggling of migrants within, though and from the Horn of Africa. The BMM II project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Commission and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies. The program’s interventions target countries at the Horn of Africa, i.e. Djibouti, Ethiopia, Eritrea, Kenya, South Sudan, Sudan, Uganda, and Somalia.
As part of the implementation of the BMM program, GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities. In furtherance of these responsibilities, GIZ works closely with government and non-government offices and officials and must maintain strong, professional relationships with many different national stakeholders in the countries of implementation.
A national Liaison Officer is required to support GIZ in its BMM II implementation in the Republic of Djibouti due to the complexity of the context and the multiplicity of actors there. The Liaison Office will focus on activities at the level of the prefectures and regional councils and the maintenance of good working relations with the local authorities in order to assure successful interventions for BMM II partners in Djibouti. In addition, the Liaison Officer is required to assist and advise the Country Coordinator in designing and implementing effective intervention strategies at the local level in Djibouti.
Tasks
•Meet regularly with local BMM II partners, particularly outside of the capital and in the prefectures, to ensure their full cooperation and successful local implementation of BMM II activities;
•Take part in all activities, conferences, and events not directly related to BMM II but which are of interest to the program or could impact it;
•Assist and advise the Country Coordinator and the Regional Coordinator in the design and implementation of BMM II intervention and implementation strategies;
•Monitor the BMM II program's reputation and the context of BMM II’s implementation, especially the activities of other stakeholders related to the topics of BMM II’s concern, to inform colleagues of any risk of harm to GIZ and/or BMM II generally;
•Assist in the development of response strategies to mitigate risks in Djibouti;
•Maintain strong, cordial, and appropriate relationships with governmental and non-governmental actors relevant to BMM II in Djibouti in close coordination with the Country Coordinator;
•Monitor activities and suggest all proper anti-corruption measures to be taken pursuant to GIZ internal procedures and rules; and
•More generally, help the Djibouti team in the implementation of activities related to BMM II, as needed.
Timeframe
•34 months from the date of recruitment.
Job requirements
•Post-graduate degree;
•At least 10 years’ experience working on portfolio development and activities design and implementation in complex environment;
•Knowledge and understanding of the context especially in Djibouti in relation to migration;
•Experience working in Djibouti;
•Fluency in English and French;
•Knowledge of minimum one of the local language preferred;
•Facilitation skills; and
•Abilities to work in a team.
