Finance Officer à Djibouti
1.Background:
The Norwegian Refugee Council (NRC) is a humanitarian, international, non-governmental organization, which help people forced to flee and support them to build a better life. As part of its programmes in Djibouti, NRC wants to recruit the following position: Finance Officer based in Djibouti-ville.

2.Role and responsibilities
The purpose of the officer position is to ensure accountability and accurate financial reporting in conformity to NRC’s accounting practices and standards and donor requirements.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
1.Ensure adherence with NRC policies, tools, handbooks and guidelines
2.Implement delegated CC project portfolio according to plan of action
3.Prepare and develop status reports as required by management
4.Ensure proper filing of documents
5.Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6.Promote and share ideas for technical improvement
7.Record financial transactions in Agresso Accounting System on daily basis
8.Prepare Djibouti cash boxes and bank reconciliations
9.Ensure accurate maintenance of all financial and accounting files and transactions
10.Ensure there is sufficient cash in the bank and in cash boxes
11.Ensure, in coordination with the relevant project staff, that project / program expenditures are incurred consistent with grant agreements and grant budgets
12.Verify supporting documents to ensure completeness before payments are processed
13.Ensure proper and adequate filing system for financial documents
14.Admin user of the online platform for payment processing, reconciliation of beneficiary list and beneficiary fund transfer request
15.Conduct weekly cash counts with the Finance Assistant and month end cash counts with the Finance Coordinator
16.Conduct and following up financial reports with Implementing Partners and report any violation for the terms of signed agreement between IP & NRC
17.Prepare all necessary information for internal or external audits
18.Assign duties, supervise, train and line manage the Finance Assistant
19.Follow up on cash advances and ensure time clearance with staff concerned
20.Assist in accounting procedures reviews to ensure compliance with all the applicable accounting laws and statutory regulations, and NRC policy requirements
21.Support field offices on finance matters when needed
22.Assisting in any other tasks as requested
