Driver Facilitator à Djibouti
A.Background
The objective of the Better Migration Management II (BMM II) program is to improve the migration management in the Eastern African region in response to the needs identified by the African countries of the Khartoum Process, and in particular to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa. The BMM program has three components, all of which are during implementation in Ethiopia and Djibouti collectively:
Migration governance;
Effective Institutions;
Protection.
The Better Migration Management II (BMM II) program aims to respond to an overall objective to improve migration management in the Horn of Africa region, and in particular to curb the trafficking of human beings and the smuggling of migrants within, though and from the Horn of Africa. The BMM II project is commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Commission and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with European and International agencies. The program’s interventions target countries at the Horn of Africa, i.e. Djibouti, Ethiopia, Eritrea, Kenya, South Sudan, Sudan, Uganda, and Somalia.
As part of the implementation of the BMM program, GIZ has a dual role both to coordinate the activities of the implementing partners based on the agreed-upon annual work plan as well as to directly implement certain activities. In furtherance of these responsibilities, GIZ works closely with government and non-government offices and officials and must maintain strong, professional relationships with many different national stakeholders in the countries of implementation.
B.Responsibilities
The Driver + Facilitator is responsible for
•Safely and responsibly performing all official GIZ BMM travel within Djibouti and Surround areas using GIZ vehicles;
•Regularly Maintaining, servicing and looking after GIZ BMM vehicles;
•Taking account of all available information on road conditions, accessible routes, and locations;
•Running errands, delivering documents, and assisting with administrative processes to further the GIZ BMM programme; and
•Assisting with other BMM work as directed.
The driver+ Facilitator performs the following tasks:
C.Tasks
1.Driving
The Driver + Facilitator:
•Provides passenger transport in an BMM car for office, project, or programme staff, official visitors ,and guests;
•Helps with transporting goods; and
•Completes the vehicle log correctly and conscientiously in accordance with GIZ standards.
2.Vehicle Service
The Driver + Facilitator
•Cleans the interior and exterior of the BMM vehicle(s) regularly;
•Checks oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle on a regular basis and when a problem is identified;
•Monitors the vehicle on a monthly basis or every 5,000 km driven (whichever is first)-,for issues with the headlights, brakes, bodywork for dents, etc;
•Is responsible for the BMM vehicle registration and other official documents and keeping them in a good and valid condition, as well as keeping a regularly updated vehicle log; and recording monthly maintenance per GIZ rules;
•Calculates monthly petrol(benzene/diesel), oil, and lubricant consumption for the BMM Vehicle(s) for the daily cash fund and for monthly vouchers ;
•Reports the need for service and carries out minor repairs; and
•Immediately reports any involvement of the project or office vehicle in road or other accidents, including minor accidents, including any damage, loss or theft of the vehicle or its fittings.
•Filling logbook regularly
3.Facilitating Administrative Processes
The Driver + Facilitator
•Runs errands for the BMM, programme and/or office, including but not limited to sending letters and messages, paying bills, and buying smaller quantities of office supplies;
•Makes minor purchases and assists in purchasing processes with the BMM programme office and the GIZ Country Office;
•Assists in customs clearing, document exchange with authorities and institutions and other administrative, bureaucratic, and logistics procedures; and
•Assists in and/or carries out other office activities and tasks as assigned by the Finance and Admin officer and/or the regional coordinator.
4.Other duties/additional tasks
The Driver + Facilitator:
•Assists other colleagues as needed in the BMM, programme or office and;
•Carries out other office work on request, if there is no ground travel pending
D.Required qualifications, competences and experience
Qualifications
•Secondary school education
•Holds a valid driver’s licence
Professional experience
•At least 3 years’ work experience as a driver with verifiable references
•No major Vehicular accidents in the past 3 years
Additional competences
•Good knowledge of the French and English Language
•Fluency in Somali, Arab or afar, knowledge of Amharic and Oromo languages would be a plus
•Discipline and punctuality
•Resilience and patience
•Familiarity with all areas of Djibouti
•Appropriate appearance and attire
•Friendly manner
•Willingness to upskill as required by the tasks to be performed
