PLANNING, MONITORING-EVALUATION AND REPORTING TRAINING IN THE CONTEXT OF MIGRATION RELATED ISSUES
Consultancy-Terms of Reference
Background
The objective of the Better Migration Management (BMM) program is to improve the migration management in the Eastern African region in response to the needs identified by the countries of the Khartoum Process, and, in particular, to address the trafficking of human beings and the smuggling of migrants within and from the Horn of Africa in a rights-based and migrant-centered way.
The BMM program has four components:
1. Policy Harmonization, strengthening national approaches to migration management through a whole-of-government approach to migration and border governance as well as enhancing migration coordination;
2. Capacity Building, providing training and assistance to enhance migration-related criminal investigations and prosecutions;
3. Protection of Vulnerable Migrants, improving the identification, assistance, and protection of vulnerable migrants, especially children on the move; and
4. Awareness-Raising, raising knowledge of migration options and host/local communities.
With regard to Result 1.1 “to support national governments establishing coherent government coordination mechanisms to manage migration and address Trafficking in Persons and Smuggling of Migrants” BMM Djibouti program aims to strengthen the capacities of Ministry of Interior, which has the coordination mandate for all migration related issues. In order to reinforce its capacities mainly to better harmonize all agencies involved in the migration flows management.
To achieve this objective, GIZ plans to implement a training session introducing the basic management’s principles of complex and multi-sectoral projects, particularly by presenting techniques of planning, monitoring-evaluation and reporting. This introduction will be complemented by the provision of practical tools to enable them to operationalize the knowledge acquired during this training.
Consultancy
The overall objective of the training is to provide to the relevant persons from the Ministry of Interior the basic essential knowledge for better planning of activities, better monitoring and evaluation of the actions carried out by their services and other institutions acting in the field of migration flows management; not to forget better reporting of ongoing and ended activities in the framework of a global better information sharing and a more based information decision making process for the political authorities. Indeed, although they are already qualified in their respective related professional fields, the target groups are not trained enough or certified in the operational management and the coordination of multi-stakeholders activities.
As Djibouti City, the five regions of the Republic of Djibouti are impacted by migration flows. In that sense, Prefectures and Regional Councils will also be part of this training.
Outcomes
In accordance to the objectives of this assignment and taking into account the context, the consultant is expected to deliver the following outcomes:
-Design one training module of 3 days for professionals assigned to the Ministry of Interior at central as regional levels (Prefectures) including to a certain extend the Regional Councils;
-Facilitate a workshop of 3 days;
-All the tools, reports, presentations, training modules or any other kind of working documents have to be done in French and will remain the property of GIZ-BMM;
-Write a comprehensive report on the activity, including description of the activities, recommendations for improvement and way forward to more be able to answer to the particular needs of woman as one of most vulnerable migrants.
Required Qualifications and Experience
-Advanced university degree in management, development studies, planning, monitoring and evaluation or any related field;
- Strong experience and knowledge in planning of activities and/or management of complex project;
-Fluent in French and working knowledge of English;
-Ability to work in a collaborative manner with teams’ members and with multiple stakeholders of various levels from national to sub-national levels;
-Good understanding of the context of the Republic of Djibouti.
Duration and timeframe for the consultancy
-Timeframe: as soon as possible;
-Total days: 25 working days.
